EVS (The
Association of Electronic Voting Systems)
The Association of Electronic Voting Systems (EVS) is a group of corporations, which was formed to develop a total solution for electronic voting systems in Japan in 2001.Originally this association started as a research group of electronic voting systems in 1989. Since this research group was organized, EVS has been researching and developing voting systems and demonstrated both in Japan and abroad. EVS undertook a Japanese national project, which was part of the Infrastructure Improvement Project for Industrial and Social Information Technology in both 1998 and 2000. The projects aimed particularly at developing comprehensive software for electronic voting systems. The project for 2000 was developed in order to establish accessibility for disabilities special software. The funding was appropriated in the government’s supplementary budget for fiscal 1998 and 2000. Combining real elections and all demonstrations EVS has implemented, the total number of voters reaches more than 79,000. For instance, there were EVS electronic voting examinations at prefectural assembly election in Kawaguchi City, Saitama in 1998, city council election in Kochi City, Tosa in 1999. The Community Power Election was implemented in Norwich, England in 1999. When the Kyushu and Okinawa G8 summit was taken place in 2000, EVS voting system was presented to the leaders of participating countries and other participants. All G8 leaders actually cast their vote and experienced EVS electronic voting systems. Having gone through all such experience and amendment made in election laws which enables to utilize electronic voting systems restricted for local government elections in plenary session in Diet in 2001, mayor and city council elections in Niimi city, Okayama was implemented for the first time in Japanese election history to use electronic voting systems. EVS system was contributed this historical event. In addition, EVS implemented Hiroshima city mayor election in February 2003 that was the first time for an ordinance-designated cities to have such systems, even through only the Aki district, one of eight city’s districts utilized the system, Hiroshima City had a successful election. In July 6th 2003 at Sabae City, Fukui, EVS system was implemented for city council election. All election process was carried very smooth and the city could have the accurate and rapid election result. This successful election has proved EVS provides reliable and efficient election systems. EVS continues to have a comprehensive election support capability and services with high-quality cutting edge electronic voting systems. EVS is currently displaying the latest model VT-25 that has 15 inch touch screen monitor for easy use for voters with audio guidance system and a keypad to access to visually impaired voters at the exhibition room in the EVS office.
